The County of Cambridgeshire in exercise of the powers under Sections 1(1), 2(1) and (2), 3(2) and 4(2) of the Road Traffic Regulation Act 1984 ("the Act") and all other enabling powers after consultation with the chief officer cf police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:

1. This Order shall come into operation on 1st day of December 1993 and may be cited as "The County of Cambridgeshire (Northern Historic City Centre, Cambridge) (Pedestrian Zone and Peripheral Streets) Order 1993".

2. (i) In this Order -

"Council" means the Cambridgeshire County Council;

"cycle lane" means the area of carriageway bounded by the kerb line of a road and by a longitudinal white line 150 mm wide in compliance with diagram 1049 of the Traffic Signs Regulations and General Directions 1981 as amended and placed on the said carriageway 1.0 metre from the said kerb line;

"cycle track" means the area of carriageway bounded by the edge of carriageway kerb line of a road and by a kerb line placed on the said carriageway 1.0 metre from the said edge of carriageway kerb line;

"disabled person's vehicle" has the same meaning as stated in Section 142(1) of the Act;

"duly authorized officer" means the Director of Transportation of the Cambridgeshire County Council or his nominee;

"horse drawn vehicle" means a vehicle being pushed, pulled or propelled in any manner by a horse or by any other four-legged animal;

"motor cycle" means a cycle propelled by mechanical power with or without a sidecar attached thereto;

"motor vehicle" has the same meaning as stated in Sections 135(1) and 140 of the Act;

"pedal cycle" means a cycle not being a mechanically propelled vehicle;

"pedestrian zone manager" means the person duly appointed by the Cambridgeshire County Council to manage the pedestrian zone;

"private hire car" means a vehicle being a. motor vehicle constructed or adapted to carry fewer than 8 passengers other than a hackney carriage and duly licensed pursuant to Section 48 of the Local Government (Miscellaneous Provisions) Act 1976;

"street works" means the carrying out of any street works authorized in accordance with the provisions of the New Roads and Street Works Act 1991 or emergency works as defined by Section 52 of that 1991 Act;

"zone permit" means a permit issued by the Pedestrian Zone Manager on behalf of the Cambridgeshire County Council under the provisions of Articles 5 and 6;

"zone permit holder" means a person to whom a permit has been issued upon application under the provisions of Articles 5 and 6; and

"zone restricted hours" means 10am to 4pm Mondays to Saturdays inclusive.

(ii) For the purposes of this Order a vehicle shall be regarded as displaying a zone permit in the relevant position, when -

(a) in the case of a vehicle fitted with a front windscreen, the zone permit is exhibited thereon with the obverse side facing forwards on the near side of and immediately behind the windscreen, and

(b) in the case of a vehicle not fitted with a front windscreen, the zone permit is exhibited in a conspicuous position on the front or near side of the vehicle.

(iii) Except where otherwise stated, any reference in this Order to a numbered Article or Schedule is a reference to the Article or Schedule bearing that number in this Order.

(iv) The Interpretation Act 1978 shall govern the interpretation of this Order unless the contrary is indicated.

(v) The restrictions imposed by this Order shall be in addition to and not in derogation from any restriction or requirement imposed by any regulations made or having effect as if made under the Act or by or under any other enactment.

(vi) In the case of conflict between the provisions of different Articles in this Order the more restrictive provision shall prevail.

PEDESTRIAN PRIORITY MEASURES

3. Save as provided in Article 4 no person shall, except upon the direction or with the permission of a police officer in uniform or a traffic warden, cause or permit any motor vehicle or any horse drawn vehicle to proceed during the zone restricted hours in the roads and the parts of the roads referred to in Part 1 of Schedule 1.

4. Nothing in Article 3 shall render it unlawful to cause or permit any motor vehicle to proceed in the roads and the parts of the roads referred to therein if the vehicle is:

(i) a motor vehicle being used by a zone permit holder , upon which is displayed in the relevant position a zone permit issued to exempt the zone permit holder from the prohibitions imposed by Article 3;

(ii) a vehicle being used in connection with street works;

(iii) a vehicle proceeding out of the area of the roads and the parts of the roads referred to in Part 1 of Schedule 1 between 10am and 10.15am on any day other than a Sunday provided that the vehicle was at or immediately before 10am being used in the conveyance or collection of goods or merchandise to or from any premises in or adjacent to the roads and the parts of roads referred to in Part 1 of Schedule 1;

(iv) a vehicle being used for police ambulance or fire brigade purposes; or

(v) a motor cycle being propelled manually, with the engine not running and the rider being dismounted, for the purpose of egress from the roads and parts of roads referred to therein.

5. The Pedestrian Zone Manager may at his absolute discretion in compliance with guidelines approved by the Council upon application issue a zone permit which when displayed in the relevant position as prescribed in Article 2(ii) shall exempt the displaying vehicle from the prohibitions imposed by Article 3 or Article 7. Article 3 or Article 7 or Article 35.

6. (i) An application for a zone permit shall be made on a form issued by and obtainable from the Pedestrian Zone Manager and shall include such information as is required to be given by such form for the issue of such zone permit.

(ii) The Pedestrian Zone Manager may at any time require an applicant for a zone permit to produce such evidence in respect of an application for a zone permit made to him as he may reasonably require to verify any information given in the application.

(iii) Upon receipt of an application the Pedestrian Zone Manager may at his absolute discretion grant to the applicant a zone permit to exempt the applicant at such times and on such days and subject to any conditions as may be specified on the zone permit from the prohibitions imposed by Article 3 or Article 7. Article 3 or Article 7 or Article 35.

(iv) Every zone permit shall be in writing and shall include the following particulars:

(a) details and times of any conditions which the use of the zone permit may be subject to; and

(b) an authentication that the zone permit has been issued by the Council.

7. Save as provided in Article 8 no person shall, except upon the direction or with the permission of a police officer in uniform or a traffic warden, cause or permit any pedal cycle to proceed during the zone restricted hours in the roads and the part of the road referred to in Part 2 of Schedule 1.

8. Nothing in Article 7 shall render it unlawful to cause or permit any pedal cycle to proceed in the roads referred to therein provided the person in charge of the pedal cycle:

(i) shall have dismounted from the pedal cycle and shall walk with the pedal cycle; or

(ii) is a zone permit holder in charge of a pedal cycle upon which is displayed in the relevant position a zone permit issued to exempt the zone permit holder from the prohibitions imposed by Article 7.

LIMITED ACCESS MEASURES

9. (1) For the purposes of this Article and Articles 10 to 13, a "specified road" shall be one of the roads or parts of the roads specified in Column 1 of Parts 1 and 2 of Schedule 2

(2) Save as provided in Articles 10 and 11 no person shall cause or permit any vehicle to enter a specified road.

10. Subject to the provisions of Article 11, nothing in Article 9 (2) shall render it unlawful to cause or permit any vehicle to enter a specified road either:-

(i) upon the direction or with the permission of a police officer in uniform or a traffic warden; or

(ii) if the vehicle falls within any of the classes cf vehicle referred to in Column 3 of Parts 1 and 2 of Schedule 2 for the specified road to be entered; or

(iii) is being used for any of the uses referred to in Column 2 of Parts 1 and 2 of Schedule 2 for the specified road to be entered.

11. The provisions of Article 10 shall only be applicable in respect of the specified roads referred to:

(a) in Part 1 of Schedule 2 before 10am and after 4pm on Mondays to Saturdays inclusive and at all times on Sundays;

(b) in Part 2 of Schedule 2 between 8.30am to 10am and between 4pm to 6.30pm on Mondays to Saturdays inclusive.

12. The categories of use referred to in Column 2 of Parts 1 and 2 of Schedule 2 are:

(a) for the conveyance of persons or goods to any premises situated in or adjacent to a specified road;

(b) in connection with any building operation or demolition taking place in the vicinity of a specified road, the removal of any obstruction to traffic in a specified road, the maintenance improvement or reconstruction of a specified road or the laying, erection, alteration or repair in or near a specified road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telegraphic line;

(c) for access to any premises situated on a specified road or adjacent to a specified road and only accessible for motor vehicles from a specified road;

(d) for police, fire brigade or ambulance purposes;

(e) in the service of a local authority or water authority in pursuance of its statutory powers or duties;

(f) for the purpose of delivering or collecting postal packets as defined in Section 87 of the Post Office Act 1953; or

13. The classes of vehicle referred to in Column 3 of Parts 1 and 2 of Schedule 2 are:

(a) public service vehicles;

(b) hackney carriages;

(c) disabled person's vehicles;

(d) private hire cars requiring access to a specified road;

(e) invalid carriages as defined in Section 136 of the Act of 1984 being used to gain access to premises adjoining a specified road;

(f) motor cycles;

(g) hackney carriages requiring access to a specified road;

(h) pedal cycles being ridden or wheeled by a pedestrian;

(i) goods vehicles which are in actual use for the delivering or collecting of goods to or from premises adjoining and only accessible from a specified road; and

(j) goods vehicles which are in actual use for the delivering or collecting of goods to or from premises adjoining and only accessible from Petty Cury.

(k) private hire car

14. Schedule 19 to the City of Cambridge Area Z (Consolidation) Order 1991 ("the 1991 Order") is hereby revoked insofar as it applies:

(i) in Part 1 of the Schedule to the 1991 Order to Green Street and Sidney Street (from its junction with Hobson Street to its junction with Market Street);

(ii) to Part 2 of the Schedule to the 1991 Order.

15. Article 141 of the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though the following words were added:

"(j) for the conveyance of persons or goods to any premises situated in or adjacent to that part of King Street which lies to the west of its junction with Malcolm Street." .

16. Part 1 of Schedule 19 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though:

(i) in that part which applies to Hobson Street (from its junction with King Street to a point 50 metres south of its junction with King Street) in Column 2 the letter "j" was added;

(ii) in that part which applies to King Street in Column3 the letter "a" was added; and

(iii) in that part which applies to St. Andrew's Street (from its junction with Emmanuel Street to its junction with Hobson Street) in Column 2 the letter "j" was added.

LOADING AND WAITING RESTRICTIONS

17. Save as provided in Article 18 no person shall, except upon the direction or with the permission of a police officer in uniform or a traffic warden, cause or permit any vehicle other than a pedal cycle to wait during the zone restricted hours in the roads and the parts of roads referred to in Part 1 of Schedule 1.

18. Nothing in Article 17 shall render it unlawful to cause or permit any vehicle to wait in the roads and the parts of roads referred to therein if the vehicle is:

(i) a motor vehicle being used by a zone permit holder and which displays in the relevant position a zone permit issued to the aforementioned zone permit holder;

(ii) a vehicle being used for police ambulance or fire brigade purposes;

(iii) a vehicle being used in connection with street works in or near the roads and the parts of the roads referred to in Part 1 of Schedule 1 of any sewer or of any main, pipe, wire, cable or apparatus for the supply of gas, water, electricity or of any telegraphic line;

19. Part 1 of Schedule 2 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby revoked insofar as it applies during the zone restricted hours to Market Hill, Market Street, Senate House Hill, Sidney Street, St. John's Street, St. Mary's Street and Trinity Street.

20. Part 2 of Schedule 2 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby revoked insofar as it applies during the zone restricted hours to Green Street, Market Hill, Sidney Street and Trinity Lane.

20. Part 2 of Schedule 2 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby revoked insofar as it applies during the zone restricted hours to Green Street Market Hill Market Street Sidney Street St. Mary's Street Trinity Lane Trinity Street and all that part of St. John's Street which is between the south kerb line of the access to St. John's College and its junction with Trinity Street and all that part of Senate House Hill which is between its junction with Trinity Street and a point 27 metres south of the centreline of St. Mary's Street.

21. Part 2 of Schedule 2 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though in the fifth reference to Bridge Street for the words "for a distance of 31.4 metres" were substituted the words " for a distance of 119.1 metres".

22. Part 1 of Schedule 3 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby revoked insofar as it applies during the zone restricted hours to Green Street and Market Hill.

23. Part 1 of Schedule 3 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though the following words were added:

"Bridge Street the south west side from its junction with St. John's Street in a north westerly direction for a distance of 90 metres
Bridge Street the south west side from its junction with St. John's Street in a north westerly direction to a point 48 metres southeast of the centreline of Magdalene Bridge
Hobson Street on its east side from its junction with St. Andrew's Street in a northerly direction for a distance of 125 metres
Senate House Hill the east side from the eastern boundary of St. Mary's Passage in a northerly direction for a distance of 12 metres."

24. Part 10 of Schedule 3 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby revoked.

25. Schedule 3 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though the following section was added:

"SCHEDULE 3 LOADING PROHIBITIONS (see articles 2 and 30)

PART 11
ROADS AND PARTS OF ROAD IN WHICH WAITING IS PROHIBITED FOR THE PURPOSE OF DELIVERING OR COLLECTING GOODS OR MERCHANDISE OR LOADING OR UNLOADING VEHICLES BETWEEN THE HOURS OF SAM TO 10AM AND 4PM TO 6PM

Jesus Lane on the north side from a point 12 metres east of the eastern kerb line of Bridge Street and the west kerb line of Park Street".

ONE WAY STREETS

26. Schedule 6 to the City of Cambridge Area Z (Consolidation) Order 1991 ("the 1991 Order") is hereby revoked insofar as it applies:

(i) between the hours of 10am to 4pm on any day other than a Sunday to the part of St. John's Street from its junction with Bridge Street to the south kerb line of the access to St. John's College; and

(ii) to Malcolm Street.

27. Save as provided in Articles 28 and 29 of this Order no person shall cause or permit any vehicle to proceed in the road specified in Column 1 of Schedule 5 to this Order in a direction other than that specified in Column 2 of the said Schedule 5.

28. Nothing in Article 27 of this Order shall apply to the driving of any mechanical road cleansing vehicle being used in pursuance of statutory powers or to anything done with the permission of a police officer in uniform.

29. Nothing in Article 27 of this Order shall render it unlawful to cause or permit any pedal cycle to travel in the street specified in Column 1 of Schedule 5 to this Order in the opposite direction to that specified in Column 2 of the said Schedule 5 in any cycle lane or cycle track.

BUS STOP CLEARWAYS

30. Schedule 5 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though the following words were added:

"Bridge Street From its junction with St. John's Street to its junction with Thompson's Lane".

PEDAL CYCLE PARKING PLACE

31. Schedule 11 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though:

(i) for parking place number 2:

(a) in Column 2 for the words "from a point opposite the southern boundary of the Head Post Office southwards for a distance of 15 metres" were substituted the words "from a point 4 metres north of the northern boundary of the Head Post Office northwards for a distance of 18 metres";

(b) in Column 3 for the figure "30" was substituted the figure "36";

(ii) at the end of the said Schedule 11 the following words were added:

DISABLED PERSONS PARKING PLACES

32. Schedule 13 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though:

(i) the following words were added:

4 "Bridge Street On its north east side from a point 10 metres north west of the north west kerb line of Round Church Street for a distance of 18 metres in a north westerly direction
5 Jesus Lane On the south east side from a point 28 metres from the north east kerb line of Sidney Street for a distance of 30 metres in a north easterly direction
6 King's Parade On the east side of Kings Parade from a point 25 metres from the south kerb line of St. Mary's Passage in a southerly direction for a distance of 30 metres
7 St. Andrew's Street On the north east side from a point 23 metres north west of the north west kerb line of Emmanuel Street in a north west direction for a distance of 40 metres".

(ii) in that section which applies to Peas Hill for the words "from a point 48 metres north of its junction with Bene't Street for a distance of 18 metres" were substituted the words "from a point 41 metres north of its junction with Bene't Street for a distance of 24 metres".

LOADING BAYS

33. Schedule 14 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though the following words were added:

"3 All that part of the north west side of Bridge Street from a point 28 metres from the north west kerb line of Round Church Streetfor a distance of 18 metres in a north westerly direction and which has a width throughout of 2.5 metres.
4 All that part of the east side of King's Parade from a point 5 metres from the south kerb line of St. Mary's Passage in a southerly direction for a distance of 20 metres and which has a width throughout of 2.5 metres.
5 All that part of the west side of Peas Hill from a point 65 metres north of its junction with Bene't Street in a northerly direction for a distance of 10 metres and which has a width throughout of 2.5 metres.
6 All that part of the west side of Hobson Street from a point 80 metres south of its junction with King Street in a northerly direction for a distance of 10 metres and which has a width throughout of 2.5 metres.".

NO ENTRY

34. No person shall cause or permit any vehicle other than a pedal cycle or a motor cycle to enter the part of King Street which lies west of its junction with Malcolm Street from the part of King Street which lies east of its junction with Malcolm Street.

35. Save as provided in Article 36 no person shall cause or permit any vehicle travelling in any direction in the road referred to in Column 1 of Schedule 3 to proceed beyond the point set out in Column 2 of the said Schedule 3.

36. Nothing in Article 35 shall render it unlawful to cause or permit any vehicle travelling in any direction in the road referred to in Column 1 of Schedule 3 to proceed beyond the point set out in Column 2 of said Schedule 3 provided the vehicle is:

(i) a vehicle being used during the zone restricted hours by a zone permit holder and is travelling in a southerly direction; or

(ii) a pedal cycle proceeding in a cycle lane.

(ii) a pedal cycle proceeding in a southerly direction and which passes on the east side of the traffic island or a pedal cycle proceeding in a northerly direction and which passes on the west side of the traffic island.

(iii) a public service vehicle being used at any time by a zone permit holder for the provision of a free bus service and is travelling in a southerly direction.

37. Section 16 of the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though the following article was added:

"NO ENTRY EXCEPT PUBLIC SERVICE VEHICLES, HACKNEY CARRIAGES AND LICENSED HIRE CARS

131A No person shall except with the permission or upon the direction of a police constable in uniform or a traffic warden cause or permit a vehicle other than a public service vehicle or a hackney carriage or a licensed hire car or a pedal cycle to enter the road specified in.Part 4 of Schedule 16 to this Order at the location and from the directions specified in Part 4 of the said Schedule 16.".

38. Part 1 of Schedule 7 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby revoked.

39. Part 3 of Schedule 16 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby revoked insofar as it applies to St. John's Street.

40. Schedule 16 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though:

(i) in Part 3 the following words were added:

"Emmanuel Street Right turn from Drummer Street Bus Station"

(ii) the following section was added:

"PART 4
ROAD TO WHICH ENTRY EXCEPT FOR BUSES, HACKNEY CARRIAGES, LICENSED HIRE CARS AND PEDAL CYCLES IS PROHIBITED AT THE LOCATION AND FROM THE DIRECTIONS STATED

Drummer Street From Emmanuel Road and Parker Street".

41. Schedule 16 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby revoked insofar as it applies during the zone restricted hours to Sidney Street.

TAXI RANKS

42. The City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though:

(i) in Article 2 (i) of the 1991 Order the words

" "authorized taxi rank" means any area of carriageway which is comprised within and indicated by a road marking complying with Diagram 1028.1 in Schedule 2 of the Traffic Signs Regulations and General Directions 1981 as amended" were added;

(ii) in Article 29 (d) of the 1991 Order the word "duly" was deleted.

43. The City of Cambridge Bye Law Number 13 made by the City of Cambridge on 11th day of March 1978 is hereby revoked insofar as it applies to:

(i) Market Hill during the zone restricted hours; and

(ii) King's Parade and St. Andrew's Street.

CYCLE LANES AND CYCLE TRACKS

44. Part 1 of Schedule 23 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though the following words were added:

" Malcolm Street The east side from the south kerb line of Jesus Lane for a distance of 102 metres in a southerly direction" .

45. Schedule 23 to the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though:

(i) in Part 2 for the words "Not applicable to this area", were substituted the words

"MANDATORY WITH FLOW CYCLE LANE

(i) in the heading for the words "MANDATORY WITH FLOW CYCLE LANES" were substituted the words "MANDATORY WITH FLOW AND TWO WAY CYCLE LANES" ;

(ii) for the words "in Part 2 of Schedule 23 to this Order except on the direction or with the permission of a police constable in uniform or a traffic warden unless the vehicle is a pedal cycle proceeding inthe direction specified in Part 2 of the said Schedule 23." were substituted the following words: "in Part 2 and Part 3 of Schedule 23 to this Order except on the direction or with the permission of a police constable in uniform or a traffic warden unless the vehicle is:

(i) a pedal cycle proceeding in the part of the road specified in Column 1 of Part 2 of the said Schedule 23 in the direction specified in Column 2 of Part 2 of the said Schedule 23; or

(ii) a pedal cycle proceeding in the part of the road specified in Part 3 of the said Schedule 23 . " .

47. Article 2 of the City of Cambridge Area Z (Consolidation) Order 1991 is hereby varied and shall have effect as though in the definition of "cycle lane" after the words "from the said carriageway" were added the words "in the case of a contra flow cycle lane and mandatory with flow cycle lane or placed on the said carriageway 3.0 metres from the said kerb line in the case of a two way cycle lane.".

48. No person shall cause or permit any vehicle at any time to enter wait or proceed in the cycle track on the part of road specified in Schedule 4 to this Order except on the direction or with the permission of a police officer in uniform or a traffic warden unless the vehicle is a pedal cycle proceeding in a southerly direction.

PROHIBITION OF LEFT TURN

49. Save as provided in Article 50 of this Order no person shall except with the permission or upon the direction of a police officer in uniform or a traffic warden cause or permit any vehicle to make a left turn into the road specified in Column 1 of Schedule 6 to this Order from the road specified in Column 2 of the said Schedule 6.

50. Nothing in Article 49 of this Order shall render it unlawful for a vehicle to make a left turn into the road specified in Column 1 of Schedule 6 to this Order from the road specified in Column 2 of the said Schedule 6 if the vehicle is:

(a) a pedal cycle; or

(b) a motor vehicle with an overall length not exceeding 20 feet.

51. The following Orders are hereby revoked:
